Why it underperforms
Keeping a record is administrative unless something was done with it, and the verb has no room for the something. It is also ambiguous between two quite different activities: tracking as in maintaining a spreadsheet, and tracking as in instrumenting a system so the data exists at all. The second is engineering and the first is not, and the word does not distinguish them.
