What it is trying to claim: That something new exists because of you.
Why it underperforms
Correct but low-resolution. It covers writing a document, designing a system, and starting a department, so it tells a reader that something appeared without saying what kind of work it took. On technical and creative résumés a more specific verb usually adds information for free.

When “Created” is the right word
When the thing genuinely does not fit a narrower verb, or when the output is a document, a process, or a piece of content and "built" would sound odd.
