What it is trying to claim: That you brought people into an organization or a team.
Why it underperforms
It measures the wrong end of the process. Recruiting is counted in hires, but hires are only good if they stay and perform, and a bullet counting offers is describing activity rather than outcome. It is also ambiguous outside HR: recruiting volunteers, study participants, and engineers are different enough that the reader needs the object.
